Any tips for creating signature tags?

I am trying to create some signature tags for the upcoming game Battlestations: Pacific, but as a total lame brain when it comes to Photoshop Elements any help would be appriciated.

Use a Publacations Program

I think that for creating name tags it would be better off to use some kind or a publication program.
