creating grunge effects in elements 6

Help! I am new to this forum so forgive me if this is a duplicate question. I have looked for the answer here but havent had any luck finding it. Is it possible to use grunge borders and or effects in elements 6? I can get them to somewhat work, but I can not get the scratched out photo look I am wanting. :? Thank you, Bluegoose30

grunge border effect in elements 6

how can I make the borders that you download effect the picture like this?
I wanted to be able to pop the border on the image and have this effect. Is this possible in elements 6? I cant seem to figure it out.

I also wondered if it is possible to make brushes and borders in elements 6 to use instead of downloading them? Many thanks, Anna
