how to stretch a photo

i was wondering if there was a way to stretch a photo without distorting the rest of the image?

IMage Resizing

I would say to use the pull down menu for Image and then Resize. You do have to be careful not to make the image to large or distortion will accrue. Always take your pictures the highest resolution that your camera will take.
